with reference to Your Lordship's telegram No.660 of 5th July, 1941, I have the honour to inform you that I have appointed Sir Robert Hormus Kotewall, Kt., C.M.G., LL.D., to be an unofficial member of Executive Council for a further term of five years with effect from 9th July, 1941.
